The Human Rights Commissioner is conducting an inquiry examining whether there are disproportionate impacts of police use of force on Indigenous, Black and other racialized people and/or on people with mental health and substance use issues (“impacted groups”).

Hearing from community is a critical part of the inquiry. The Commissioner in inviting community organizations working with and in impacted groups to share their perspectives and is interested in hearing about:

  1. your experience and perspective on whether and how police disproportionately use of force on Indigenous, Black and other racialized people and/or on people with mental health and substance use issues and the underlying reasons
  2. the impact disproportionate use of force has on your community
  3. what changes you would like to see as a result of this inquiry and/or how this inquiry could do to support your work in community

The Commissioner is accepting submissions until Monday, Jan. 5, 2026. Submissions can be in writing or by video. Written submissions should be no longer than 10 pages. Video submissions should be no longer than five minutes in length. Honoraria are available in consideration of your time. Submissions and requests for honoraria can made via the form below or can be sent to [email protected].

The inquiry will result in a public report with recommendations. The Commissioner will consider all submissions she receives to inform her report and her recommendations. The Commissioner will rely on your submission in accordance with your consent.

Only people authorized by the Commissioner, which will be limited to staff or contractors of the BCOHRC, will have access to confidential submissions. Community organizations can provide a written submission to the Commissioner confidentially.
