Inquiry into police use of media exclusion zones
BC’s Office of the Human Rights Commissioner (BCOHRC) is conducting an inquiry into police use of media exclusion zones, with a particular focus on the restrictions created during the decampment in the Downtown Eastside on April 5, 2023 (Inquiry). BCOHRC believes that hearing directly from individuals who have been, or who advocate for others that have been, affected by police use of exclusion zones is crucial to grounding the report in community experience and developing responsive recommendations.
Individuals can participate in the Inquiry by participating in an engagement session and by providing a follow-up submission of no more than 7 pages. The Commissioner will rely on the comments made by individuals at the engagement session and in any follow-up written submission to inform the final Inquiry report and recommendations and will identify the source of comments she relies on in her final report.
In order to capture the discussion at the engagement session, BCOHRC will record the engagement session. BCOHRC is asking if individuals consent to BCOHRC:
- recording the engagement session
- attributing comments/quotes to participants from the engagement session in the Inquiry final report and promotional materials.
With regard to the written submission, BCOHRC is asking if individuals consent to BCOHRC:
- attributing comments/quotes to participants from any written submissions in the Inquiry final report and promotional materials.
Consent is completely voluntary. It is your choice.
If you would prefer that BCOHRC keep your written submissions confidential, you can choose not to provide consent. Only people authorized by the Commissioner, which will be limited to staff or contractors of the BCOHRC, will have access to confidential submissions.
You may revoke your consent at any time by writing to BCOHRC at and withdrawing your consent. However, BCOHRC cannot be responsible for any information already publicly disclosed prior to consent being revoked. BCOHRC will retain the information it receives during the Inquiry in accordance with BCOHRC’s retention policies.
